Investigations attributed the Lajpat Nagar and related incidents to operatives associated with a Jammu- and Kashmir-linked militant formation described in court records as the Jammu Kashmir Islamic (Liberation) Front. Probes recovered evidence suggesting operational contacts with Pakistani Inter-Services Intelligence (ISI), an observation that situates these bombings within a pattern of cross-border support and proxy dynamics that have characterised segments of militancy in the subcontinent. Such external linkages complicate attribution, raise interstate security tensions, and point to the transnational channels—training, logistics, and intelligence—that militants can exploit.

On appeal later that year the Delhi High Court modified earlier outcomes, acquitting one of the accused and commuting another death sentence to life imprisonment. Third, sustained attention to investigative capacity and specialist prosecution—so that evidence survives long judicial processes—remains essential to secure convictions that withstand appeal. Finally, the human cost of such attacks reinforces the need for victim-sensitive responses, community resilience initiatives, and calibrated legal remedies that balance deterrence with due process.
